The Water Services Association of Australia maintains the national codes for CCTV inspection of sewer and stormwater pipework. Inspections are run to a defined process — calibration, defect coding, condition grading, pipe and joint observations — so that the resulting report is comparable across operators and defensible in a council compliance chain. Wincan-compatible reporting

Wincan is the industry-standard reporting software for WSAA-compliant CCTV. The output is a structured database of observations — pipe attributes, defects, joint conditions, lateral connections — with photo and video evidence linked to each. Council compliance officers and engineering consultants are used to reading Wincan reports; ours drop into their workflow without translation.

Build-over application support

Most Brisbane, Gold Coast, Sunshine Coast and Logan council build-over applications require a CCTV inspection of the sewer asset crossing the proposed structure, run to WSAA standards, lodged in a Wincan-compatible format. Orbital has delivered this scope across multiple councils for over a decade. We know the requirements of each council’s submission package and the common reasons applications get returned — we’ll flag those issues during scoping, not after the report has been lodged.

Where the inspection identifies a defect that affects the application, we’ll coordinate the remediation conversation — either back to the property owner’s plumber, or where the asset is council-owned, the appropriate notification to council. We don’t perform remediation work ourselves, but we know the operators who do.

CCTV equipment

Tracked CCTV crawler systems suitable for pipe diameters from 100mm through to large stormwater mains. Pan-and-tilt camera heads for full circumferential and lateral inspection at each defect. Lighting systems calibrated for accurate condition assessment. Distance measurement integrated to the footage so every observation is positioned along the pipe.

Where the CCTV scope sits inside a broader subsurface utility engineering or build-over package, we coordinate with the locate and survey work. Frequently asked questions

Does the inspection need to be to WSAA standards for my council build-over application?

In almost every SEQ council that approves build-over applications — Brisbane City Council, Logan, Gold Coast, Sunshine Coast, Ipswich, Redlands — yes. WSAA-compliant inspection with Wincan-compatible reporting is the standard requirement. We run every commercial CCTV scope to this standard by default.

Can you inspect pipes that are blocked or partially blocked?

Yes, often. If the blockage is partial we may be able to inspect to and past it depending on conditions. If the blockage is total, the line needs clearing first — we’ll coordinate that with Vac2U if it’s a job we can mobilise jointly, or refer you to a plumber if appropriate. Either way the cleared line gets the WSAA inspection it needs.

How long does a CCTV inspection take?

For a single-property build-over application, the on-site inspection is typically half a day; report compilation is another half-day. For larger commercial sites or condition-survey scopes, time scales with the length of pipework and the level of defect detail required. We’ll quote a realistic program after reviewing the scope.

Do you provide the report directly to council, or to me?

We provide the report to you — you lodge it in the application package. We can speak to council directly on your behalf if you’d prefer; just let us know during scoping.

What’s the cost?

Per scope. Variables: site access, total pipe length, defect detail, number of access points required, Wincan vs lighter reporting standard. Most residential build-over inspections are scoped within a defined fixed-price range; commercial and infrastructure work is quoted job-by-job.

Can the CCTV inspection be combined with locating, survey or vacuum excavation work?

Yes, and we recommend combining where the scope warrants it. A typical commercial build-over package combines AS 5488 underground service locating, CCTV inspection to WSAA, and where applicable QL-A verification through our Vac2U alliance. Coordinated delivery, one project lead, one deliverable.
